Public Hearings on Virginia Budget
In January, 2009 VANNO representatives presented testimony on behalf of Virginia's nonprofit sector at the Virginia House Appropriations and State Senate Fiance Committees public hearings held from Abingdon to Alexandria. The joint committees addressed amendments to the 2008-2010 state budget and the impact of the current economic downturn. In addition, VANNO would like to recognize the following professionals who helped provide testimony locally: Siirley Marshall, Executive Director, Nonprofit NoVo, Christine Nardi, Executive Director, Charlottesville Center for Nonprofit Excellence, and Gary McGeough, President, Bristol Organizations. Department of Taxation Reverses its Ruling on Taxing Sales of Food for Nonprofits.
Effective October 1, 2008, any organization that is exempt from federal income taxation under IRC § 501(c) may make sales of 1) food, prepared food and meals and 2) tickets to events that include the provision of food, prepared food and meals without collecting sales tax on such sales provided the following requirements are met. This is a reversal of their ruling earlier this year.
- The organization must not be required to register as a dealer under Va. Code§ 58.1-612 based on its other activities;
- The organization must pay sales tax to its vendors on the sales price paid by the organization for the food or the catering or food preparation services provided;
- The organization may not hold such events on more than 12 occasions per year;
- The organization must use any profits from the sales of food or event tickets solely to support the organization or for donation to another IRC § 501(c) organization; and
- The organization must maintain records for three years after each event to verify these requirements.

The Tri-Cites Conference, "Building Bridges", was held September 9, 2008 at the Holiday Inn Richmond South - Tri-Cities in Colonial Heights, VA. Photos
This conference brought together representatives from the region's nonprofit, business, local government, and higher education communities to address regional challenges and opportunities, discuss the role of nonprofits, and facilitate collaboration among the region. The Candidates' Forum provided an opportunity for the participants to engage those seeking elected office in a discussion about the region and the nonprofits that serve it. Video
